The nature of dedicated ip is only for one website maybe this website is your reseller hosting, cpanel hosting but it can't be shared with other websites...
But you still can make this ip shared between your websites only through your websites but in this case it's a shared ip not a dedicated ip....

All of clients cpanel account have 1gb memory and it's already more powerful than using a vps server with 1gb ram...
