I have the same does not work in Windows firewall.But it works in Norton internet security,it blocks access.I think you need to install another antivirus or firewall and configure.

@Thrall : use "Black NinjX" as the username. You may need to disable your antivirus temporarily.

btw, the windows firewall (win7, win8, win8.1)work fine if advanced setting are correct. no need to by norton
for xp the free and tiny softperfect firewall will do the job

You have some software that is taking control over your windows firewall, i.e. antivirus software or something. I am using Kaspersky and I disabled the firewall from it, so now my default windows firewall is working. You can test it by pinging 208.115.108.42 - if firewall is working you should see "General failure." as reply and you can register the software.
