the solution is use brand new account and
click on the "Remind me later" and/or 'Dismiss' links to hide the notifications. Then, click on the gear icon on the top right corner and check "show debug panel." Now, click on "Tools ==>> Keyword Planner" to reload the keyword planner in Long Tail Pro.

Next, close the pop-up window by unchecking "show debug panel" option. Click on the gear icon again to hide the options. Go back to the Project Settings of Long Tail Pro. Finally, click on the "Generate Keywords" button again.
