No valid reason for a subscription fee. How much training can you provide and how quality can it be.
A one time premium fee should be the way with a very unique web site created and various portfolios.
We send you clients so your team and group of outsourcer can earn as well, and yet a monthly fee is slapped for this white label business.
Saw your WSO thread on this same white label business, can see bad reviews too.

As for the fee, yes, we do have one time payment system initially, but doesn't work well, and changed to subscription after hearing about people's advice.
Unique agency site can also be created according to your requirement under custom quote for sure.
