Does this involve using other peoples real identity like SSN, name, dob or? Because that could be illegal.

The VCC is made with real people's bank info and they could get in trouble if google's collection team is on way to recover the spent amount? And google can easily track VPS IP?

You are using no one's real details (SSN or address) with this method and some random details is just Good.

Bought Horla stuff, followed instruction to the T and got live account.

Low support, and I don't know if it is really work at the moment
Created 4 accounts and all got suspended from Google.
