You will have already created your bingads account, and i will provide PayPal account that you will link with it as billing address.
So you need only proxies(but if you are using VPN all depends on your method of creating bing before ) for bingads account. PayPal will be take care of by me.

Unfortunately i don't have bing ads account, my question if i create bing ads account and use your paypal, can this work for long time?

Yes, you can login PayPal via your local IP and you will enjoy using it.
But not using multiple location at a time.

Yes, brother. In as much your proxy provider allow you to buy proxy with a longer usage duration.
Note you can only use one coupon per account. After ward you will be promoting ads with your own fund VIA PayPal.

Yes.
PayPal is available for all country but different country has its own limitations.
If you use another country PayPal account in your country, it will never follow the limitations of your country but the account will operate according to the country of its creation.
Question A and B will be solved since USA PayPal provide no or little limitation to the operate of its PayPal account.
