I have the same problem also, I can't link my bing account and my paypal account I receive always the same error.

No you are not,, same with me.
I already tried both with paypal account verified with entropay or neteller vcc.
all get stuck when linking bing account to pp account.
fyi, the last time when I stuck with pp verified by neteller, I contact them and ask why I cant verify my bing account with my pp. They said that they knew that my account wanna do a us-based transaction thus they blocked it. Since my neteller account is non us,, recharged with non us cc, same with entropay.
Dunno if that case also happen in entropay.
Will try again next Monday when holiday over,,
