There are 2 reasons:
1. CC Videos's method is highly saturated and YT started to remove the duplicated video-factory. In order to survive with this plan, you need to spend lots of time on compilation and removing any traces/signs of duplication.
2. "CC" mark is not a guarantee that this video is original. You will be approached by a real owner of the content with copyrighted issues.
3. YT traffic is not stupid. It's 2019! They've already seen one and the same video content multiple times because every college student abuses YT with this method. People will shut off your videos in 1 second. You will not get enough watch time to keep your top spots in search results/suggested videos.
There are lot of courses on the subject but they are useless.
