The min OS requirement is Windows 10.
The Office 2019 Pro Plus for Windows, you will be given a legitimate download link and install directly from your desktop. Simple installation instruction will send over to you.

Actually, I did not really understand your question completely in PM.

But for your info, you cannot have both MS office 365 account + MS Office 2019 Pro Plus on the same PC/devices.
Microsoft will auto scan your system and request you to remove the current office installed before install a different office application.
