If someone DOES NOT own the servers they sell hosting from, they have ZERO control of what may happen with them due to changes in their upstream provider.
Also:
Many times such folks are resellers under resellers, under other resellers.
If all that is desired is cheap hosting that can dry up and blow away at any minute - great - go for it.
This is great for folks who can only see the word 'unlimited' over and over and get excited by that.
Truth is, this sort of deal is very limited, no matter how many times it insists otherwise.
Those who know better are more careful than that in securing reliable hosting.
