There's a link in the .pdf that takes you to a video that tells you how to use Pixlr to add backgrounds. It involves a couple of steps, but should be pretty easy once you do it a couple of times.

Putting onto a background using Fireworks. Have background and blueprint opened in fireworks. Open blueprint and click on Filters>other>convert to alpha (this gets rid of background). Copy then open background and paste the blueprint. If need to darken the lines click on filters>adjust colours> brightness&contrast. Darken by sliding the brightness. Tried this with several and it works really well. Hope this helps. I'm guessing similar in photoshop.
