Meanwhile , for the review copy , there is none because it will just be like a loss on my end as I paid for each cards and VPS per account and that actually makes it nearly impossible to give free copy.

Of course you can promote CPA offers with this account. For your banned account, You either trying to promote offers violating their TOS e.g Money making(sometime) , weight loss , health , survey and sometimes Male organ enlargement offers or the account is related to an already banned account..
