Simple way to find if software is connected to web:
If it connecting even after you have blocked it will clear the serial inside "ini" file.
Another indication:
If you see video tutorials available inside the program then exe's can still access internet.
Get a good firewall like zone alarm block them.

Bro, why not change the attribute of .ini to `read only'? Will that help?

No virus prompt on my laptop installed/updated with latest Symantec with firewall should be safe but run at yr own risk.
This is a very big portable at 1.5GB and takes around 5mins to fully loaded at my very old core2 laptop so u need to be patient unless u got a more powerful machine.
Follow these 2 steps to run the portable :
1. put these entries into yr windows host file
127.0.0.1 http://www.techsmith.com
127.0.0.1 activation.cloud.techsmith.com
127.0.0.1 oscount.techsmith.com
127.0.0.1 updater.techsmith.com
127.0.0.1 camtasiatudi.techsmith.com
127.0.0.1 tsccloud.cloudapp.net
127.0.0.1 assets.cloud.techsmith.com
2. After loaded u will see its offline and tutorial not available, this is correct.
U will be prompt to check for updates but u must click NO.
This is tested working by me so if u failed likely u got the steps wrong.
Note: Didn't fully test the software so not sure about functionality but try a few clicks and no errors.
