There is no way your PayPal account's safety could be getting threatened if you are not performing any illegal act, So I doubt any guru is still needed to sell you 2000 tips to Paypal safety ebook before you can use PayPal .

I realized that my question is more on the VCC side of things and not on the phone verification, which is my mistake. Also I have encountered several problems even on my own Paypal accounts, with my bank details and real phone-verified. But then again this is a different scope that's not related to your method.
Not really doing something illegal, but something blackhat yes. There's a huge difference between blackhat and fraud. I actually needed the Paypal accounts to verify something else, so it's not a means to an end.
Also it's not new that some BSOs offer safety tips to make sure the account will remain active. For example if you get Adwords accounts and how to ensure that the account will stay out of the banning radar. So really, you wouldn't need 2000 tips to ensure safety of certain accounts, to be honest. Safety precautions (to ensure the account will remain active and un-banned) is very rampant in this market. But yours caters to a different niche, that's why there's a gap of misunderstanding.
