You can add any other CPA network if you have php knowledge or hire a (or our) coder.
But you can add your own offers (if you own the site where the offer is). Like an advertiser, you create a campaign, add a pixel code to your site (to track leads) and the script takes care of the rest.
So yes, merchants who own their own site can post their offers.
