Hi thank you for your inquiry, YES you can use this DATA for Facebook Ads campaigns or if you find a way to MASS mail @facebook.com emails, you can also utilize it like that :)

There is no need to run it on a hosting server, BUT if that i what you need done I would recommend a VPS with windows xp,7 or 8. I think there are sales threads here that offer such services, look around :)
