Alot of my server clients and members who have bought the automated SMTP server setup tool from me use i*nterserver[dot]net if that helps. The IP's are $1 a month and can be purchased via submitting a support ticket once you have bought the VPS.

I got a vps which had black listed ip on interserver
when i opened ticket to give new clean ip for emailing ,
they closed my account ,server saying emailing is against their policy

what are some hosting companies ok for clean list emailing and have clean ips ?

I don't know any companies that openly claim they allow bulk mail servers; but most won't openly forbid it either.

If you look at their TOS, probably most will have some sort of clause about it, but basically, most will allow it as long as they don't get any complaints (or until they catch you doing it.)

I've set up servers for clients on ServerHub, InterServer, BigBoxHost, SwiftSlots, InfinityHosts and many others. There's never a guarantee that you will get clean IPs, regardless of where you get the server, you can always ask them to assign you clean ones, but then you risk getting rejected if they're wary of email marketers.
