The midsection itself is not what melts the fat...
When you build muscle below your fat belly, it protrudes even more. Only when you start taking in less energy than the body needs the fat will be burnt over time. Fat-burning training should involve a protein (and vitamine) rich cost, and no carbs 2-4 hours before the cardio training part. This way, the carbs within the body are burnt after 20-40 minutes. The rest of the time the body needs to switch to other energy sources - and fat is easier to burn than protein. Another way is building up solid muscle (and growth can only happen in abundance - no fat burning in this phase) and later define the body with a 95% of required energy diet, while continuing the strength training.
