Now is the time to build some links, because a lot of people have been wiped out and are too afraid to do anything. Build some quality links and see what happens. The top 20 doesn't sound bad, are you sure you were hit by Penguin? Usually your ranks will go from top 10 to somewhere in the 300's. Maybe some of your links were devalued instead?

Oh... I'm sure...EVERY SINGLE ONE of my keywords took a dive at the same time - different pages, different sites... all dropped 10-100 points.

What about social signals.... do you think that could get it back in to Google's good graces?

Possibly, I've heard some people say it does and others say it doesn't. What I did out of frustration was I buil an identical site. I took each article that I had posted (the site is based on my personal experience with something) and rewrote it, gave it brand name instead of a exact match domain as I had with the other site, etc. And once it started ranking I entirely gave up on the original. I wasted a lot of time and money on that site, which is why I'm suggesting that you should maybe do the same.

I've seen some service providers that claim that there service will help to fix a site post-penguin if you want to try that out.Maybe on BHW. Other than that, if I was you and wanted to keep the site I'd dilute the anchor text as much as you could to see if it has any effect, get some authority/quality links, etc.

it was happenned to me last month, in some of my web page. Just give them link juice, like retweet, G+1 and authority bookmarking. Just bookmark your money site, your tier1, and tier2 in delicious, it's give them authority bookmarking, and stumble with 20-30 different account with different ip. Just wait 1-2 weeks.. I hope this works for you too.

Also check your backlinks, if there are suspicious spam backlink, use google disavow link, to report them.
