I also tried to download that link by changing my location but it doesn't works
If you can share that link by another service provider please provide it on mediafire or mega.

Try changing your DNS server.
For example if you are using Win10 64bit
go to Settings->Network and Internet on Network Status choose Ethernet->Property
Property is a button, click on it. Then go to IP settings and click the button Edit then choose prefered DNS and put these values 8.8.8.8 and on the alternate DNS put these values 8.8.4.4 save.

Restart the PC.

With you use Firefox browser it works perfectly.
