Yes it can be done for other countries.

Before buying any products, we need to fund the account using credit card right? Paypal will easily detect the same name or details if we do this over and over right?

How about IP log and tracking?

Got it. Quick question, any price limits on which sale can be refunded? Like you mentioned in one of the post that managed to get refunded upto USD1000 - does that means it's USD1000 loss for the seller?

Refunds can be done up to 25k. I don't see it as a $1000 loss for the seller but a product worth $1000 for free.
