download the mega app. i never had a problem downloading a 3-4gb file before where transfer was exceeded. if you exceed in the app, you just wait and it will continue downloading in 3-4 hours or so again.

normally with the free plan, you get 5gb and this file is under that so not sure what your problem would be.....

Here is a Winning Method.
I am using this method for years.

Goto https://sites.google.com/site/shinchiros...downloader
and read "Requirement" and "Bypass 'Over Quota' Problem" in that page.
Download "MEGA Link Downloader" and install.
Start downloading.

Copy the mega link using mouse and a window will automatically open in Downloader.
Click 'Add'.
Click all "+" marks in file name to be downloaded, to expand it and select all files by putting tick mark.
Click 'settings' and select 'Download Directory' (where to download files). Also put tick mark in 'Put Files in its Folder'. Click 'Save' at bottom.

Click "Start" at top.
When "Quota is Over", restart modem and resume downloading.

About Mega bandwidth exceed, I turn off modem router, then after 1 minute or so, on it back.
Mega will resume downloading. Always work every time.
Use whatismyipaddress to see/know your IP address.
