Spun content are not in my scheme of things , anywhere. I only use Question/Answer content across all properties which takes 10 mins of work. ( I have posted this method in another thread). So English or foreign language, it is doable for both.
For tumblrs I started with autoposting content from high authority old tumblrs, but after observing results, I settled onto 2-3 Q/A content only. There is no extra benefit to keep posting into Tumblrs because of popular perception of "fresh content". In my testing, I found interlinking and stacking of Tumblrs ( with only 1 or 2 posts) are powerful enough to slowly climb up the SERPs without any ongoing push. So why waste time keep an extra step of posting fresh content regularly. I think I have posted the screenshot of one such Tumblr ( a Tier 2 Property) in one of these thread, that one has only 2 posts and kept climbing for 6-8 months to land up in 1st page.

First time 2/3 hours for reading the whole thing a couple of time + 4/5 hours to implement the entire setup.
From the next few times in two or three hours I do everything.
Keep in mind that this is only a one-time setup for moneysite.

First of all, all automations are independent of each other. That is why if any one recipe fails in IFTTT, others continue to work and links are built.
So if you like to skip FB related automations, then others will work fine. Not a big deal as far as the overall power impact of the network is concerned.
Having said that, you can always create a dummy FB account and quickly create a page just for this purpose. These accounts are not for public eyes, they are purely for SEO campaigns which are not to be seen by anyone on social media. You really don't need any followers on those accounts.
