Being a citizen of another country AND/OR residing *there* OR residing in the US ??
AFAIK, this can be used in other countries, which varies according to which ones, and is more complicated and takes more work from the provider to create.

The provider is a US citizen in the US and this was originally made to work with US laws.
Asian laws, banks, etc. are bound to be very different than the US and it may not be possible to get the correct legal documents made for those laws and written in the correct Asian dialect.
The documents provided make a legal basis that YOU use when you go in to open a new account at whatever bank you choose.
Whether the bank you've chosen offers an ATM card or phone/SIM options is again, what they will tell you;
It is unrelated to the legal documents this offer provides.
Example:
Our account was created at a bank with no monthly fees, it has an ATM card, paper checks, and a phone app that we do not use.
(Other nearby banks have monthly fees and other things that we did not want.)
