You quoted a year old post and probably missed all later posts. This service is active.
However, you use a press release for traffic or SEO, it entire depends on your strategy. I'm not sure what you mean by "Good provider".
If your goal for PR is traffic, you need to have a solid keyword strategy. If goal is SEO, then it is again your responsibility to recognize how to use a PR in your overall SEO strategy. You just need to make sure that the PR service provider delivers what it promises in its service.
