@BlackTopHat: Try this to see if you can get the download:
1. Try another browser (ex: use Google Chrome if you're using something else or try something other than Google Chrome if that is what you're using but you're still unable to get this download).
2. In the address bar, type (DON'T copy/paste) https://.
3. Copy the link from the OP starting with www all the way through to the end of the link. Paste that into the address bar after the :// you typed earlier.
4. Hit the ENTER key on your keyboard.
5. The next screen you see should be this one... unless the link has died:
