Yes - but while a niche in an area may be served already, there are always new businesses, new entrepreneurs starting up with no personal interest in building their own website. So I don't think this ever gets saturated.

By and large the "saturation" question is usually silly.
I think when most people ask it, what they are really doing is preemptively creating excuses to fail. I think what MOST people want to know is, "If I try this will I be in such demand that I don't have to work and my phone will ring off the hook without fail?"
You have thousands of niches with tens thousands of business owners each. It's a pretty large pool to swim in. Besides that, how many firms do you know of who are offering free design work to these business owners?
Bottom line, if you're willing to work, and then DO the work, this model will work! If you aren't willing to put the work in, or simply don't do so, it won't.

I'm doing something similar to this!
I have an "agency" where the price is $500 (I'll increase to $1500 and run some ads -hijack the system-)
then i use my personal account to run ads Website for free, pay only hosting and domain and maintenance....$150 hosting anually, and $50 monthly maintenance!... i have two months in business as part-time and i have 5 clients!

Another idea to further enhance and standout:
Give free website but charge for online ads for the website/products with a monthly commitment.
I charge about USD80/month for executing and managing fb/google ads (excluding ads charges by fb/google).
No minimum ad spend- but minimum ads contract is 7 months.
