I hadn't implemented this method as I was very busy.
The step-by-step guide consists in 4 videos where OP shows how to open a new facebook acc and all the neccessary to run the first ads. Also it contains a PDF doc where he shares the needed tools to achieve it.
Using this method I was able to open a new ad account following the steps provided in the course, and adding some campaigns all is going well as far as today.

I've tried before to open new ad accounts with no results and finally I have a new one spending some money not from my pockets to test campaigns.
