Can't say exactly as Google Adsense's ~5 hours first review also add up to it and your focus adds too. So, this makes it a bit unmeasurable.
I would just say the time spent on this is all predicted by your focus..

As promised, I'm back with my review after I get a reply from Adsense. I applied for 2 accounts using local addresses almost 2 weeks back. Here is my case study.
For the first Adsense application, I used:
- A non-PVA Gmail account from Fiverr.
- My old residential address (edited it a bit so it wouldn't look exactly as my previous one).
- A local site on how to create and register a business in my country. This site has pages with at least 3000 words each and no ad at all.
For the second application, I used:
- My brother created a new Gmail account and did phone verification with his new number.
- My brother's residential address (he doesn't have an Adsense account before).
- A local Photoshop blog with lots of articles by a local blogger (she has other ads there but not Adsense ads).
Outcome for both: NOT APPROVED

These 2 sites that I chose were informative. I made sure that there were no Adsense ads by going through the inner pages and posts. The first site doesn't even have any ads. OP, what do you think could have gone wrong here?
The email I got was from Google.com, and not from my country's Google. It took them almost 2 weeks to reply back. It really makes me wonder how some of the people here got their replies from Adsense so fast while mine took so long. Is this country related or not, OP?

Hey! Thanks. Site does not comply shows the website used is not that good (the main reason I recommend education websites) , probably the domains have been banned already and if they haven't, the message simply means it is not satisfying Google bot and with the process shown, there are enough websites to use.
There are three people on the thread that already posted about their approval which shows this is working.
However, I don't guarantee approval with the listed "Low success rate" countries. even thou, there is a user that already posted about his approval of Philippines' because applications from the listed countries always undergoes high level of scrutinizing due to high level of reported frauds in the countries.
