Ok, mother f*cker! Just a heads up... DO NOT use special characters for your DB password like: !@#$%
Use only letters and numbers!
Took me the longest time to figure out why I was getting a an error about not being able to connect to my database. I reinstalled 3 times and kept checking the d*** config file for the correct DB info, and everything was cool but kept getting the same error that I could not get past. Then I decided to change the MySQL password to ONLY letters and numbers (mix of caps and lowercase of course) and holy sh*t, it worked!
Another heads up: I needed to open "Admin/Manage Numbers" after I added my number, and I needed to click the "Action" drop down and select "Reset URL" in order to get the correct path to the "handle_incoming_call.php" file.
A few lessons learned and shared for your benefit. :)

UPDATE: Added some cash to Twilio, got my local number, added a company, setup a simple "ring 1 number" call flow redirect, tried a few test calls and everything is working great. Calls are being logged and audio is being recorded.

I'd like to thank you all for making this share complete. To Anton, I will also add get well wishes, hoping to see him back better than b4. Thank you to those detecting the missing link. To ratzazz for adding the config file and to jendaceo , who helped me immensely without even knowing, not with this database issue but with Sitespy.
I spent hours and hours just yesterday not being able to connect to it's database and mind you it wasn't the 1st time I'm setting up such scripts. A stupid "!" was all I needed to change to a number and problem got solved. So for me that was truly priceless. So thanks for the valuable tips jendaceo.
I have been downloading Act since it came out and had every version of it sitting on one of my drives somewhere. I guess it's time I familiarize myself with Twilio a bit and see how I can put it into good use along with Grasshopper's service that I have. Max reps to you guys!
