Yes you can but there is a reason why I don't recommend it for buyers with low budget. When you have good enough budget you can test faster and make profit.

Anyone having low budget should start focusing on organic traffic. Blog regularly, focus on on-page seo and publish quality content. There are plenty of resources available on the forum.

I have few adsense blog but not going well, your BSO trigger my curiosity. I ask for low budget because already spent money to build mine. so i will wait till i have enough budget to run as your suggestion.

I spent $10.6 and made $17.2 with adsense in 2days.
Here is my review:
