There are lots of videos on youtube to learn, and also with in next 2 to 3 weeks we are going to launch our own appbuilder members only forums. Our forums will provide you help contents, app ideas, guides, videos, templates... etc..
Yes, You can submits apps made using builder on Google Play Store.... if your contents fit in to google policies and guidelines, they will certainly accept them. There are loads of apps on andriod and ios app stores which are made using this app builder.
After 1 Year ... you will be automatically billed the same amount ... irrespective of price increments. Currently prices are strictly up to 1st January 2016 and are going to increase on 2nd.
