2. Do you have a lifetime option?
3. Can I use my own server for push notifications? I prefer to keep as much as possible in-house.
4. After 1 year what will I be rebilled at?

Special Offer Price $25 mentioned in OP is for Life Time.. You will not be rebilled again.

Push Notifications are not possible through your own server at this time.
