You need proxies only when you try to make multiple signups in a day.
Yes you need captcha service or you can try manual captcha too.

Mate,In a day,you can create upto 3 outlook accounts,if you reached that,you will get this popup,you can use proxies to solve this issue.
We soon adding our own email client so you wont have any boundaries on email account creation
