The best traffic comes from those who have access to the source of that traffic directly not resellers. Resellers buy traffic from RTB's (real time bidding) Every fortune 500 company in the world uses them. As do I. You bid directly on the type of traffic you want straight from the source. Whether it is Google traffic straight from Google or Facebook or Twitter. You can even narrow it down by demographics,age,gender,whether they purchased a certain type of item recently and any other parameter you want. Your ROI will be alot higher buying traffic from an Exchange than from a reseller who uses that exchange. Avoid the middle man.

It all depends what kind of traffic you are looking for.
trafficvance.com has a good reputation for PPV. But if you want to do media buys you will need a solid tracking system ( like CPVlab ) in place to remove the loosing keyword and websites and keep the winners.
At this moment I would say the easiest way (and most used) to get good targeted traffic is Facebook if you use custom audiences going to a Facebook page where you collect the email leads, once you created a relation with your list in the selected niche, you will build a targeted list where you can send traffic at will to your internet properties.
I used also with good results 7search.com.
Of course if it is to promote a brick and mortar company website I recommend Google adwords, MSN and Yahoo.
Creating VIRAL Videos with links to your website and promoting them with adwords for video works also well.

Besides Google search traffic, URL targeted traffic (like trafficvance, leadimpact and 50onred) has better quality. Of course, it depends on what product you promote. You don't expect that you get more conversion of the product which require credit card.

If you need better bulk traffic with low cost, 7search and clicksor are good choice.
