"4- Keywords in outbound links": I wouldn't do that. Just link out to other quality sites, when relevant, and when it offers extra value. Think supplementary info to your own content.
"9- Keyword Density 1.5%": KW density is not really relevent these days. Every kw is different. If anything, check top 3 competitors, and see what KW density they are using. Also LSI.

Don't use your main kw like you are saying throughout 1-9. That would probably be on the KW stuffing end. You should use your main KW yes, but also balance it out with LSI kw. Most importantly, the content must be good, and the user intent of the kw must match your content. Your content must actually benefit the visitors who read it.

can you kindly clarify 8- Keywords should below 5000 monthly searches with Low competition.,

I couldn't understand it fully, not an expert so asking silly questions

@vbhishan, It means, monthly searches per month is below 5000 when you check the keywords in Google Keyword Planner. You want to avoid competition so look for long tail keyword instead of the short one.
Eg,
selling house 1 million searches per month
selling house in California 3000 searches per month <-- target for this keyword
