Can these accounts be created from any country? What is the approximate budget for other tools needed to create the accounts

Got the course 2 days back. the course is laid in a really understandable and simplified by video which is actually great. I did not try google ads earlier but by his course it's really simple to follow.
I already created a google ads account and I am getting clicks. I am going to promote cpa offer there.
His vcc techniques, coupon, and account creation simply works.
