Just one question if we scraping ids from dummy account still FB can track with which account we are using them for Advertising isn't it they still can cough that, yes we can always remove or add extra email id to make that list unique?...

NO, All you are doing is scraping while using your dummy account! Facebook has absolutely no idea that you are doing this. As long as you pay your BILL and advertise within FB TOS then you are good :)
