A lot of good tips here. I do local only. What I've found that works really well for me is to submit the best quality links directly to Google... then make a list of the url's where you've created your backlinks and paste that list in to a Craigslist ad under a topic that doesn't get many visitors - like rants and raves, then ping that url. Google crawls Craigslist hundreds of time a day, so the new post you submitted will get picked up very quickly. Plus, by posting under a topic that doesn't get many visitors, it stays for a day or two before it's removed, giving Google plenty of time to find it and follow it.
