S/he's been requoting all the OPs in his supposed "Thank You" posts. That's not the issue, but when you see the history of his reps, it's been to these "Thank You" posts. In a way, the user is hoarding the reps that the OPs deserve. This is a rather cheeky yet desperate method which needs to be amended in my opinion.
