Just set up a MTA with a front end on a server and start using it. PowerMTA is a good option. Interspire may be slow but depending on the lists you can modify it to be quicker.

Depends on your budget, a service with good delivery and that won't involve any problems to your ISP would be Clickback. It does cost some money though.
