(Q) How to email UK market, email list cleaners for UK?

Have a UK friend who recently sent out 500 emails to his existing customers, but now his domain is in the blacklist. He used iContacts.
It seems UK laws is pretty strict on unsolicited spam emails and not the easiest to get removed.

He has more targeted lists for the UK markets and I need tips on best practice to send out to the list without too much complaints.

Any good list cleaners that can check if email is in some sort of "don't disturb me" list?

- Not use company domain in email content?
- Skip personal contact name?
- Send users to a 3rd party landing page where they have to opt in to get offer?
- Send in small batches using many services at the same time or one service spreading it out over a week? The list is about 10K.

Who might be your BBHF member suggestion as trusted partner for helping out with emailing UK?
Please refrain from offering service to me, but recommend one member that you trust or are pleased with a job well done.
