Mainly I use Latent semantic indexing(LSI) method. Which is most effective and most important method this time. But also do
1: Brainstorm.
2: Search your own site keywords.
3: Search competitors' sites.
4: Use Google search Autocomplete.
5: Google trends also can be useful.
6: look at the organic search results related to your search term.

Sorry I don't calculate top 10 average PR. I use my methods and my paid tools for example Long Tail Pro, Market Samurai and many more.
