I have been running this method for my CPA offers for about 10 months and it works fine.
Just buy a cheap domain and bang a simple squeeze page onto it and send the traffic to that. I try to find short form offers that pay at least $10 per lead for it so you only need a few conversions to make some nice quick payouts.
Even if I get a bad ad campaign and just make $50 per voucher it is still a massive profit from the few bucks you spend on the vouchers.

Sounds very interesting! So, we need seperate host, landing pg, ok but what about Cbank? Just cloak link?
Adwords...how much $ we have to put in aside from vouchers? Can use PayPal?

The bad thing is my adword campaigns never runs completely. Someitmes my campaign suspends on 5$ and some tinme on 50$

Adwords have changed the way it works about a week ago.. No voucher can be used without $25's of actual cash in the account.. I've been using adwords vouchers in a different way that paid well and now.. well.. I have to find something else.
