I want to increase Facebook Likes and Twitter Followers so I am planning to purchase paid tools or service providers. But I am confused in that Google consider it as Black Hat SEO or Not?

No, even though Facebook likes and Twitter followers are called social signals and they might be a part of Google algorithms. However, we do not know how much it would affect the ranking and we are not even sure if they would have any effect at all to the SERPs. Besides, many people buy Facebook likes and followers not for the purpose of SEO but to increase the online presence so it is a bit wrong to call it "black hat SEO".
