I'm not sure exactly what that involves but

It has Shopify integration with api and you can integrate with wordpress

Convertri also has direct integration with Stripe + you can embed any other shopping cart on that you need

Yes, I looked into this now and you can definitely CASH ON DELIVERY via stripe maybe Shopify as well if Shopify has that capability.
