I cant find the specific point when someone hide with backlinks in other people sites like this:

<a style="text-indent:9999em;height:20px; width:20px;overflow:hidden;cursor:default;display:block;" href="http://www.site.com" onclick="return false;">keyword in the footer</a>


Is cloaking?

If anybody know the link of the googlewebmastercentral I would be really appreciate :)
