Social signals are actually given more weight than conventional backlinks. I have proven this time and again on competitive keywords in popular niches. I have a site that I built backlinks to using the tier 1/2/3 methods and outranked the whole site with a simple +1 post including my keyword, so yeah the backlinks do not do what they used to do for a site.
