My 2 cent review:
I'm not 20Y years or so old, I've been in the Freelance world since 4 years, with ups and down, NOT RICH YET lol

This method even simple IS SURPRISINGLY interesting and can work in some situations.
If you have a service to offer and suffer to find clients in your area or country, use this method as you do not have anything to loose at all.

The idea is to find people that find you clients., Give them big com and everybody is happy.
I find it extremely realistic and will test it.

Why?
I'm on the move in several countries of Asia since 3 years.
I always wanted a way to find local people to promote my services and share some com with me.

Instead of spending hours in bars and public places trying to explain that there is way to a WIN WIN situation, This fiverr method will save you time, specially that you will address members that are already working hard for 4 bucks.
Those people gain, can be found anywhere you want.

As the method says, Imagine the big picture, for me it translates into: Imagine you can easily find several people in any city or country you want to promote your service and have, with time an army of representatives.

If an US guy use this system to get 3 or 5 in any city of the country, that will be HUGE!
If a third world guy, like me want to find partners paid on commission on other third world countries, IM IN 100%

Update review and action taken.
Answering to a member about my results, I'm letting you know what I did and what happened:

To resume, yes I made money with this and as i wrote earlier, this is the MOST effective way for me, In my case, In my situation, In my location.

So:
Yes I used offline storm in my business and it's working, not yet big income, but i already got 2 clients using few members from fiverr.

Details:
-------
-I'm in Asia (Asia country 1) travelling but I reside in Europe and I'm African, so I tried to collect at least 50 partners interested in my offer in 3 countries (2 In Asia and 1 in Europe).
-I decided to be a freelancer 4 years ago and I'm not expert in any field, but I know a lot about many web stuff, In one of the 3 countries I was making a 70% living by freelancing at low prices (you have to be competitive and known first in a developing country) and 30% of a part time job.

Results:

Asia country 1, contacted around 15 members on fiverr, 8 answered and only 2 accepted to deal with me at 40% him 60% me.
Still discussing with the others
Got one client for a website design.

Asia country 2, Contacted around 30 people (as i've been there and i know in asia country 2 are very fluent in English, better than me lol), got like half answering me, results, 3 accepted to deal with me already.
Still discussing with the others
Got one client for a video scribe design.

Europe, Contacted around 20, got answer from more than 15, people do not deal on internet without really knowing and trusting you, so basicly I'm still discussing with like 10 of them and I will gain more if they become my long term partners.

Final:
-----
-Around 55 people contacted in 3 countries.
-5 accepted to deal with me already.
-Still chatting and talking with more than 20 of them, I personally would like to know them better before giving them my services to advertise.
-2 sales that got me 400 USD +, please notice that i gave 40% to the partners and the services provided are not really huge, the website design is the one that got me the max of USD.
-That's faster than any way I used before, well 400+ is not huge, BUT GUYS I GOT A BACK ON MY BACK AND I MOVE A LOT.


Note:
-----
-As I said, I'm not fixed yet in a place, I do not even have an internet connexion, I use 3g time to time and it is not as speed as I wish, so, basicly if I'm not making a lot money yet, It's my fault.
-I'm not sure yet what UNIQUE service to offer, I have like a billion one in my head and I'm not sure yet lol
-I think I should focus more, get 2 or 3 services ready and offer them to partners.
-I should prepare a no expensive services for Asia country 1 and 2 and a d*** SERIOUS ONE to Europe, as budgets and POCKETS are not the same.

Advise:
-------
-Get an offer ready with details before contacting people, they will take you seriously if you have a fully detailed offer.
-Choose a service that most of the partners can not offer, complicated ones like i did, Video scribe and a website design.
-Focus on a certain age, i noticed that people around my age (I'm 30y +) are more willing to collaborate in complicated expensive services and the young ones are willing to do what ever it takes to gain extra.
