It works for me.
Is your loader in the same folder as the .exe file?

the loader is in the same place as the exe file and it does open but it does not activate the program if I start the program from the start menu it asks for a license key

It should work if you launch it through loader.exe.
That is the only .exe file you should ever touch to launch that program.
